What order withdrawal means
When you buy without seeing the item, online, by phone or through TV shopping, it may turn out different from what you expected. In South Korea, the Act on Consumer Protection in Electronic Commerce therefore gives consumers the right to withdraw an order within a set period. A seller writing "no refunds" on the product page does not automatically cancel that right. However, the period and exceptions are defined by law and can change, so check the exact period with the official guidance of the Fair Trade Commission or the Korea Consumer Agency.
Change of mind versus a problem with the item
Refund requests split into two paths depending on the reason. If you simply changed your mind, you must ask within the withdrawal period, and the consumer usually pays return shipping. If the item differs from the advertisement or is broken or defective, the seller is responsible, costs are handled differently, and a separate period counted from when you discovered the problem may apply. The wording of your request and the evidence you need depend on which path you are on, so sort that out first.
When withdrawal may be limited
Not every item can be returned at any time. The law allows withdrawal to be limited in certain cases; typical examples are listed below. However, if the seller did not clearly disclose such a limit in advance, it may not be recognized, so confirm specific cases with a counseling service.
- The item was damaged or lost through the consumer's fault
- Use or partial consumption clearly reduced its value
- Packaging was opened on an item that can be copied
- It was made individually to order, with prior notice and consent
What to do on delivery
The most common refund argument is about when and in what condition the item arrived. Before opening a parcel, photograph the outside of the box, and if possible film the unboxing. Check all components and tell the seller the same day if anything is wrong. Keep packaging, the box and any free gifts until the refund is complete. It also helps to pause before removing tags or protective film.
How to request a refund
When contacting the seller, use a method that leaves a record. Use the shop's return request feature or one-on-one inquiry board first, and if you talked by phone, write up the same points afterward.

- Request in writing through the return feature or inquiry board
- Attach photos or video if the item is defective
- Return it the way the seller instructs and keep the tracking number
- Confirm the refund result and amount
When the seller refuses or goes silent
If a seller refuses a refund without good reason or stops responding, get outside help rather than struggling alone. If you bought on a marketplace platform, ask the operator's customer center to mediate. If you paid by card, ask your card company whether you can raise a dispute. When the refund is slow
If you sent the item back but no money has arrived, first use the tracking number to see whether the return reached the seller. If it did, ask whether inspection is finished and through which payment method the refund will go. For card payments, it can take time after the seller cancels before the card company reflects it, and portions paid with points or coupons often come back in that form rather than as cash. If the seller wants to cut the refund citing the returned item's condition, point to the photos and video from delivery and to photos of how you packed it. Overseas purchases and person-to-person sales
Items bought directly from overseas sellers are hard to bring under Korean law, so refunds are much trickier. Check the seller's return policy and return shipping cost before paying. In secondhand deals between individuals, the withdrawal rules generally do not apply, so checking the condition and keeping chat records beforehand matters even more.
